Police arrested a man late on Dec. 1 after he was spotted on the side of a home on Sunset Avenue, where he was allegedly peeping into the resident's bathroom, according to Chico Police.
Nelson Parmerter, 69, was arrested at 10:50 p.m. on the 1400 block of Sunset Avenue for allegedly peeping, loitering on private property and possessing narcotics and drug paraphernalia, according to a Chico Police arrest log.
While in custody, police discovered he had “an extraditable warrant out of Colorado where he has a prior conviction for peeping,” according to a Chico Police news release. Police eventually took Parmerter to the Butte County Jail.

According to the press release, Parmerter appeared on an unnamed resident’s radar in January, when he had reviewed posts on Nextdoor.com, a private social networking site for neighborhoods. One post said Parmerter was “seen peeping into a residential window” on Sunset Avenue.
The resident’s wife “recognized Parmerter as a neighbor.” Then in late November, the press release continued, the wife saw Parmerter standing by her home “for no apparent reason,” making her feel uncomfortable. Then, on Dec. 1, she saw his car parked outside her home.

When her husband went outside to “investigate,” he saw a man emerge from bushes alongside his home, where the man allegedly had “a clear line of sight” into the bathroom, the police said. With the aid of neighbors, the unnamed resident nabbed the night prowler, who had tried running away. They held him until police arrived on the scene, according to the press release.
Chico Police Crime Prevention Officer Ed Nelson said the department supports the use of Nextdoor for neighborhoods – as a way to communicate with each other and the police.
